Second Survey –“Draft Amendment to the Assisted Reproduction Act”

 

On May 14, 2024, the Ministry of Health and Welfare launched the “Draft Amendment to the Assisted Reproduction Act.” To understand the public’s attitude towards this draft, the survey was conducted from 7:00 PM on August 5, 2024, to 7:00 PM on August 19, 2024, lasting 14 days. The survey collected 2,042 valid responses.

 

More than 87% of respondents believed that the draft did not fully consider all aspects. Only 3.6% of respondents agreed with the legalization of surrogacy. Among those who disagreed, only 21.6% agreed only when the act is complete. Similarly, only 4.4% of respondents agreed that single individuals and same-sex couples should be allowed to use donated sperm or eggs for assisted reproduction. Among those who disagreed, only 20.1% agreed only when the act is complete. In both of these issues, more than 73% of respondents strongly disagreed.

 

As a result, more than 95% of respondents opposed the legalization of surrogacy, and more than 93% opposed allowing single individuals and same-sex couples to use donated sperm or eggs for assisted reproduction.
